OGA POOL 2009-10 NHL HOCKEY POOL RULES

1.  Drafting teams.

a.    All teams will choose as primary players:

            6 Forwards

            4 Defensemen

            1 Goalie

This is the total number of players that can play on any given night. Players on the bench can only substituted for a like position. (i.e. Forwards for forwards; goalies for goalies; and defensemen for defensemen.)

b.    All teams will draft as their ‘Bench’ players:

            3 Forwards

            2 Defensemen

            1 Goalie

‘Bench’ players are a ready pool of additional players a GM can call up for any particular game after sitting a ‘starter’ on the bench. The deadline for calling up bench players is the earliest official start time (EST) for any NHL contest each given day.

c.    The draft will be conducted as a modified snake draft in order to ensure the Player selecting in the No.10 slot will not be the No.10 selection for every round and therefore at a

disadvantage. The procedure for conducting the OGA Hockey Pool 2009-10 draft is:

(1)  All participants will email the Pool Administrator (at shotongoal@ongoalanalysis.com ) their desired team name, email address, phone number, user name and password. NONE OF

THIS INFORMATION WILL BE USED FOR ANY PURPOSE OTHER THAN THE POOL DATABASE AND FOR CONTACT PURPOSES BY THE POOL ADMINISTRATOR.

(2)  The OGA Pool Administrator will post a statistical spreadsheet with the Top 120(-) selections at the Forward and Defenseman, and Top 40 Goalie, positions to the OGA Pool web site

no later than 24 September in order to assist GMs with determining who to select.

      (3) A separate emailing of the spreadsheet in Excel Workbook 97 2003 format will also be sent to participants. These players will be prioritized strictly based on their 2008/9 statistical output against our pool points system and as projected for a full 82-game schedule for Forwards and Defensemen. Goalies are based on the average number of games played by a Goalie since he entered the NHL and played in at least 10 games in one season. (This is because not all players completed a full 82-games last season. An example for goalies is that Martin Brodeur has averaged 71 games per season since entering the NHL, so his points-per-game total from last season is multiplied by “71” in order to provide his POTENTIAL points for your pool this season).

(4) GMs are by no means bound to only select players from this provided list. If a GM desires to have another player that is not on the list, they simply need to add their player’s rank and

name at the bottom of the spreadsheet they send back to the Pool Administrator.

      (5) All teams will be placed on an Excel spreadsheet in alphabetical  order as soon as all 10 teams are determined. Using the formula “=INT(RAND()*(11-1+1)) “ the Pool Administrator will determine the randomly selected position of all GMs for their Round 1 – and subsequent – drafting order. This spreadsheet will be emailed to all GMs so they know the results of the random team order for the draft.

     (6) The drafting order will be modified for Rounds 2 – 15 in a modified  snake fashion until all 17 rounds are complete. (To see the order of all drafting rounds, go to http://www.ongoalanalysis.com/The_OGA_Pool/OGA_Pool.htm .)

(7) Round 1 of the OGA POOL 2009-10 Draft will be conducted on OGA’s Blog Talk Radio show,.JabberHockey, on 27 September 2009 beginning at 8pm Eastern time. GMs will either

draft their Round 1 pick in person, or by providing a prioritized list of their top 10 picks from which their highest ranked, available player will be chosen as their turn arises. The Pool Administrator will need ALL GM’s prioritized list of draft picks to be emailed no later than 12pm EST on 27 September to shotongoal@ongoalanalysis.com in order to be prepared for the show and in the event GMs are not available at show time. (GM top 10 email picks will not be viewed by the Pool Administrator until the show starts, and then only if a GM is not present on the show.)

(8) Following Round 1, all GMs will have until midnight Eastern time on

29 September to send in their prioritized list of players at all positions to be chosen for the rest of their pool players. This is done by:

(a) Opening the spreadsheet sent to each GM. When it opens, it should open to the tab entitled “Combined” – if it does not, simply click on that TAB at the bottom of the page.

(b) Look at the page’s list of players and alter the player’s rank number in the far left column.

(c) Sort that column from “Biggest to Smallest” and email it  back to the Pool Administrator at shotongoal@ongoalanalysis.com . (If a GM has any difficulty with this process, they simply

need to change the numbers in the far left column and email it back to the Pool Administrator who will sort the list and email back the GM’s final order to ensure their list is correct.)

     (9) On 30 September, the Pool Administrator will run through each  GMs’ list, making all of their draft selections based on the following criteria in order:

(a) GM’s draft order for that round;

(b) Their highest ranked, available player;

(c) Unfilled player position.

(i.e. Team A has the number 1 pick in Round 8, and has their highest-ranked, still-available defenseman selected because after Round 7, all six of their forwards were chosen.) If a GM does not send in his prioritized list, his team will be chosen from the initial OGA Top 120/40 spreadsheet’s priority numbers as originally assigned and emailed before the draft began. After the draft is complete electronically, the Hockey Pool Administrator will compile all team rosters, confirm them with the paperwork, and then email each GM for confirmation.

     (10) Once team rosters are filled, the OGA Pool page will be updated with each GM’s final team. The OGA POOL 2009-10 will be live on the internet at www.poolexpert.com very early on 1 October to coincide with opening day of the NHL’s 2009/10 season

2.  All statistics will be tabulated and deemed final using the Pool Expert system on the http://www.PoolExpert.com/default.asp web site. If a GM has a question with point tabulation, simply write the Pool Administrator at shotongoal@ongoalanalaysis.com and appropriate corrections will be made.

3. There are NO fees incurred for any team’s use of Pool Expert and the “Real Time Stats Tracker”.

4.  Trades.

a. All teams may make trades for un-drafted (“Free Agent”) players at will

to a maximum of 20 trades in the regular season AND up until the announced\ NHL Trade Deadline. Trades are made through the online Pool Expert system.

b. Trades with another GM are between those two gentlemen but require approval of 8-out-of-10 GMs.  Notification of a pending trade is done via the messaging system through the Pool Expert internet interface and requires a YES or NO vote of GMs. A vote not cast is considered a “YES” vote. Any trade with another player requires 48 hours’ time to enact after a three-calendar day trade vote window and is executed by the Pool Administrator. (So a trade proposed on Monday will be up for vote through Thursday and enacted or declined officially on Saturday.)

c. All trades are final and count toward the total number of 20 available trades for each team. In the event a proposed trade between teams is declined by three (3) or more owners, that proposal will NOT count as one of the 20 trades executed by both teams.

5.  Each teams’ players will be scored in the Pool Expert system as follows:

            a.  All players (Skaters AND Goalies):

Each Game Played = +1 Point

Each Assist Awarded = +2 Points

Each Goal Scored = +4 Points

Each Short-Handed Goal Scored = +1 Points

Each Game Winning Goal Scored = +5 Points

Each Penalty Minute Awarded = +.25 Points

Each Penalty Minute Earned For Fighting = +.5 Point

Shots on Goal = +.25 Points

            b.  All Skaters (Centers, Right Wings, Left Wings and Defensemen):

Each PLUS (+) Awarded = +1 Points

                        Each MINUS (-) Awarded = -1 Point

            c.  All Goalies:

Each Goal Scored Against Goalie = -1 Point

Each Save Made By Goalie = +.25 Points

Each Goalie Win = +5 Points

Each Shutout Earned By Goalie = +5 Points

Each Goal Scored By A Goalie = +100 Points

The Pool Expert system will do all tabulating, and the Pool Expert score is the final word on team ranking for standings.  The ‘Instant Tracker’ system can give each GM a very close idea of how their team is scoring that night, but final scoring is based on NHL statistics made official after 3am EST.  The Pool Expert system can deliver the results to an email address inbox each morning through the Pool Expert web page, or can be checked online after 3am EST.
